New York used a “triplicate” system for opioid prescriptions, with lots of backup. This has a chilling effect, with a permanent record of every prescription. Purdue pharma decided to not market oxycintin as aggressively in states with these procedures. This explains a lot of the between-state differences in opioid use and overdoses.
